ACB files charge-sheet against retired College Principal, others in corruption case

Jammu, Jun 25: Anti Corruption Bureau (ACB) has filed a charge-sheet against the retired Principal of Government SPMR College of Commerce, Jammu and five others in a corruption case.

The charge-sheet was produced before the court of Special Judge Anti Corruption, Jammu on June 24. ACB spokesperson, in an official statement, said that the Bureau produced challan against accused DrHemla Aggarwal, the then Principal, Government SPMR College of Commerce Jammu (now retired), JiaLal, the then Accounts Assistant at Government SPMR College of Commerce Jammu (now retired), in-service public servant Jagdish Kumar son of late IshwarDass resident of village Sagoon, of Surinsar in Jammu district, who was the then storekeeper at Government SPMR College of Commerce, Jammu yet now is Senior Assistant. Besides challan was also produced against three private beneficiaries viz., Sunil Malik M/S Sun Broadcast Equipments Private Limited, BhavnishSachdeva, the then Senior Manager M/S Sun Broadcast Equipments Private Limited 2/5 West Patel Nagar, New Delhi and Vinay Kumar Thakur M/S Audio Video Centre, 25 Palika Bazar, Connaught Place Delhi in case FIR No.23/2014 registered in Police Station Vigilance Organization Jammu (now ACBJ) under Section 5(1) (d) r/w 5 (2) J&K PC Act Svt. 2006 and Sections 120-B, 409, 468, 471 RPC.

ACB spokesperson said that case was registered on August 16, 2014 on the basis of outcome of a verification conducted by Vigilance Organization (now ACBJ) to enquire into the allegations regarding purchases made by Professor Aggarwal, the then Principal Commerce College Jammu at exorbitant rates. During verification it was revealed that Prof Aggarwal had shown purchases of softwares for I-Mac System namely Final Cut Plugging, Edius 4 Canopus and Adobe Master Collection CS3 for amount of Rs 78,000, Rs 46,800 and Rs. 1,40,400 respectively.

“However, during verification it came to the fore that these softwares were neither requisitioned nor found loaded in I-Mac System. Moreover, three CDs CS3 (Compact Discs) software namely final cut plugging, Edius 4 Canopus and Adobe Master Collection CS3 were not found available. During investigation, it came to the fore that all the accused persons were part of the conspiracy hatched by main accused i.e., the then Principal SPMR College Jammu who got prepared bills for the hardware and software already in her possession and drawn/disbursed the payment from government funds causing loss to the state exchequer,” the ACB spokesperson said.

The investigation conducted prima facie established the offences under section 5(1) (d) r/w 5 (2) J&K PC Act. Svt. 2006 and Sections 120-B, 409, 468, 471 RPC against the accused persons, the spokesperson said.

After completing the investigation of the case, sanction for launching of prosecution of the accused in-service public servant namely Jagdish Kumar was also obtained from the competent authority, he said.

The next date of hearing has been fixed for July 14, 2021.
