FAKE APPOINTMENTS IN MC KOKERNAG | CB produces challan against 20 persons

Srinagar, June 1: The Crime Branch Kashmir Tuesday produced challan against 20 persons in connection with the fake appointments in Municipal Committee Kokernag.

A statement of Crime Branch issued here said that the challan was produced under case FIR No 22/2011 under sections 420, 467, 468, 471, 201, 120-B of RPC r/w 5(1) d, 5(2) PC Act of Police Station Crime Branch Kashmir before the Court of Special Judge Anti CorruptionAnantnag against the two main accused and 18 beneficiaries.

   

The two main accused have been identified as Ex-Administrator Notified Area Committee (NAC) Kokernag, Dost Muhammad Khan of ChattiSinghpora and Incharge Establishment Nazir Ahmad Dar while the 18 benefacries have been identified as Muhammad Hussain Nanda of Khanabal; Muhammad Shafi Khan of ChattiSinghpora; Muhammad AyoubMagray of Kamad; AijazHussain Malik of Sheer Hamdan; Shabir Ahmad Ganie of RohuPapibal; Muhammad Yusuf Mir of Kulgam; Muhammad FarooqBhat of Kokernag; Bashir Ahmad Agoo of Kokernag; Tawqeer Ahmad Dar of Kokernag; Muhammad Ashraf Lone of Anantnag; Abdul Gani Mir of Anantnag; AdilHussain Shah of Kokernag; Ghulam Muhammad Mir of Kulgam; Muhammad AyoubBhat of Dooru; GhulamMohidin Dar of Kulgam; Dawood Ahmad Mir of Kulgam; Saleem Ahmad Ganie of Tral and Ghulam Ahmad Bhat of Kokernag.

The statement said that the Crime Branch Kashmir had received a court order to inquire as to whether the appointments had been made in accordance with the rules and regulations governing the recruitment as incorporated under the J&K Civil Services (classifications, control and appeal) Rules 1956.

It said that during the course of investigation, the records having bearing on the subject were seized and the statements of the persons acquainted with the facts were recorded.

The statement said that the perusal of the seized records and recorded statements established that the accused Dost Muhammad Khan was holding the charge of Administrator NAC Kokernag from June 1996 to March 2000.

It said that, as per the records, the beneficiaries were appointed on different posts whose appointment orders were purported to have been signed by Khan.

The statement said that, as per Section 52 of SRO 528 of 1974, Khan was empowered to appoint employees with a monthly salary less than Rs 170 but he had not followed the norms and directives according to SRO 528 Dated 21 October 1974 while making these appointments.

It said that the grade which exceeded Rs 170 per month and did not exceed Rs 250 per month did not fall in competence of Khan.

The statement said that the accused persons 12 persons were found to have been illegally and dishonestly appointed by Dar by making fake entries in the service books of the accused beneficiaries.
