Srinagar: Reacting to the Delimitation Panel proposal, the Jammu and Kashmir Pradesh Congress Committee (JKPCC) Monday said there is laid down criteria available before the Commission, which has to be followed prior to the finalization of the Delimitation process and proposed additional seats.
The party in a statement also sought that the panel must keep under its consideration the topographies, backwardness and other constraints in the regions before moving ahead with regard to Delimitation process in Kashmir as well as in Jammu.
JKPCC while reacting to the reported Delimitation Panel proposal circulated in the press reiterated that Congress party “feels committed to give representation to every section living J&K, but at the sametime, the party appeals the Commission to keep under consideration the backwardness, topographies, means of communication, population and economic conditions in both the regions before finalizing the process of delimitation, besides proposal with regard to additional seats,” the statement said.
JKPCC emphasised that the Commission must also review the Census 2011 while following other laid down criteria available before the Commission with regard to additional seats.
“People in Jammu and Kashmir should not feel that the delimitation process currently underway was thrusted upon them, JKPCC added and reiterated that additional seats as circulated in media should be done in a manner that this should not look as the process completed without taking the parameters such as backwardness, topographies and other constraints concerning regions into the consideration” the JKPCC statement said.
Meanwhile, Working President of JKPCC Raman Bhalla in a statement said l the draft proposals be put to public domain without any further delay and consider the objections of the people against the draft proposals. He said that BJP has committed to give seat share and reservation to different categories including STs and let it fulfill the promises to these people. “Congress would only appreciate a fair and transparent delimitation based on law and laid down norms in this regard. However they questioned how the BJP leaders are claiming about the proposed repot before hand, when nobody else knows about the contents of report till date. This puts question mark on the proposed report of the Commission and the Congress would comment only after the final draft is out” the statement said.
Referring to the J&K Delimitation Commission’s draft recommendations on the distribution of newly-created assembly constituencies with six seats going to Jammu and only one to Kashmir, Congress Working Committee (CWC) member Tariq Karra Monday said that the process of systematic disempowering one region of Jammu and Kashmir was going on. “And the process of systematic disempowering one region in J&K goes on. The whole process was a SHAM. But the big question arises, is the Minister right??? What is attributed to him in the tweet below (sic),” Karra tweeted appending a tweet of the ANI that quoted Minister of State (MoS) in the Prime Minister’s Office (PMO) Jitendra Singh as saying, “The Commission has come out with a document that is objectively prepared. All associated members regardless of parties appreciated work done by Delimitation Commission. NC members were also satisfied by parameters followed by the Commission.”
