Srinagar, May 31: The J&K government Monday constituted a high-level committee for selection of the director colleges in the Higher Education Department (HED).
The order in this regard was issued by Commissioner Secretary, General Administration Department (GAD), Manoj Kumar Dwivedi.
The order has been issued as the incumbent Director Colleges Peerzada Muhammad Yousuf attained superannuation from his services on May 31.
He was the senior-most principal of the degree college.
As per the order, the six-member committee would be headed by the administrative secretary HED as its chairman while the special secretary or additional secretary HED would be the member secretary of the committee.
The other members of the committee are Director Finance HED, one each representative of GAD, Law, Justice and Parliamentary Affairs department and ARI and Training department.
The representative should not be below the rank of additional secretary.
This is for the first time that the administration has stepped in and constituted a committee for selection of Director Colleges in HED.
Earlier, it used to be a departmental affair.
“The first director colleges was appointed in 1998 and since then it was a routine exercise of the department to appoint the senior-most degree college principal as director colleges,” an official said.
He said that the government, as per the order, had to refer the post to the Public Service Commission (PSC) for selection of the director colleges.
“As per the department rules, a KAS officer is also eligible for the post. But till date the post has not been occupied with a candidate from the bureaucracy. It is an academic post and was filled by giving charges to the senior-most principal of the degree college,” the official said.
He said that the HED had already collected APRs of five senior-most principals of the degree colleges for their selection as Director Colleges.
“But nothing can be said on this as the GAD has stepped in and issued the order,” the official said.
