On Dr Ahangar’s behest court was misled, misinformed: Panel

Former director of Sher-e-Kashmir Institute of Medical Sciences Soura Dr A G Ahangar on Tuesday reacted sharply to the news story published in Greater Kashmir’s edition on July 31 titled, “SKIMS record tampered at Dr Ahangar’s behest: Panel”, which is based on an official inquiry report.

Former director of Sher-e-Kashmir Institute of Medical Sciences Soura  Dr  A G Ahangar on Tuesday reacted sharply to the news story published in Greater Kashmir's edition on July 31 titled, "SKIMS record tampered at Dr Ahangar's behest: Panel", which is based on an official inquiry report.

Without explaining he termed the report as "baseless."  

Besides, former faculty member surgical oncology, Dr Altaf Gauhar Haji termed the story as a move to "derail administrative and legal process" of reinstating of Dr Ahangar as director SKIMS. He too has nowhere contested the contents of the story.

However the inquiry report, accessed by Greater Kashmir, makes it amply clear that tampering had been done at behest of Dr Ahangar. 

Here are the excerpts of the report, which has been accessed by GK:

Statement of Mohammad Shafi Malla, then administrative officer policy, who is under suspension for tampering with the sealed envelope containing records related to selection for post of a professor, to the inquiry committee: "I confess and accept that I have done the blunder of tearing the sealed envelope (which contained records about selection) and misleading the Honorable court, but being a subordinate and under tremendous pressure, I had no alternative but to obey the orders of my director. I pray for the pardon as I just obeyed the orders of the director as his subordinate officer and I am not directly responsible for all this."

The report of three-member inquiry committee headed by Dr Mohammad Maqbool Lone with Dr Firdous Ahmad Giri and Dr Farooq Ahmad Jan reads: 

"Mohammad Shafi Malla (under suspension) and the sole custodian of the document has himself torn the seal of envelope. But as per his statement he was under tremendous pressure from the then director, Dr AG Ahangar. Thus it is on the behest of the then director, Dr AG Ahangar, that the Honorable court has been misled/misinformed by producing only half of the record, hence delay the process of court case. Mohammad Shafi Malla, being a subordinate had to follow the direction. As per the statement of Malla, Dr Altaf Gauhar Haji, the then faculty member of surgical oncology SKIMS was unnecessarily, unethically and illegally provided access to various confidential documents and other records of the institute, again as per the verbal directions of Dr AG Ahangar."        

Quoting the inquiry report, Greater Kashmir had reported that the report submitted by the committee constituted to investigate tampering of the confidential records related to the selection has concluded the tampering had been done at behest of Dr Ahangar.
