From November 1, permission for constructions would be provided to applicants online, replacing the file system that has been blamed for delays and corruption.   

Municipal corporations, municipal committees, town planning department, urban local bodies, development authorities of Srinagar and Jammu, which issue permissions, have been asked by housing and urban development department to adopt the new system after receiving a lot of complaints about delays and corruption. 

An official of the housing department said getting permission for private and commercial construction works was a hassle as applicants had to get clearance from several departments.

"The process would be easy and time saving now," he added.

Besides granting construction permissions and permits, online services would also include change in the nature of land use. For example, land outside of industrial parks, estates or industrial development corporations can be used for industrial purposes. The other aspects of the new system would include accreditation programs for professional including architects and structural engineers; inspection by building proposal office/relevant agency as part of building plan approval process; inspection by building proposal office/relevant agency as part of obtaining certificate, if any for plinth inspect; completion and occupancy certificate and inspection by building proposal office/relevant agency as part of obtaining occupancy/completion certificate.

The official said online permit system is one of State Administrative Council's measures aimed at improving state's ranking in ease of doing business. Ease of doing business ranking is decided on the parameters of reforms being introduced by the state departments and agencies.  Currently J&K is ranked at the 22nd spot in the country.
