"Aadab, these are local Muslim guys from the adjoining locality, they want to serve you with a cup of tea. They are your fans, please don't say no to them…" Police officer had not yet finished and one of the ten to twelve civilians adjoining him opened the window of our vehicle, offered me a garland and introduces himself as Mudasir Ahmad. He wasted no time in introducing his other colleagues surrounded by dozens of cops. Mudasir repeated what officer had narrated and his words sounded so sweet that I couldn't say no to the offer and got down from my vehicle.
After walking some hundred feet from the main road, we were in a hut; it was not a hotel but Police station Patni Top. I was not invited for tea but to be detained, as police didn't want me to offer Friday prayers in Ramban that day, the 2nd of December 2016. The shocking incident created suspense in my mind over the identity of the group. I, in a swift but cautious move put my hand into pocket of Mudasir and his identity card revealed that he was not Mudasir but Ram Suroop, a police cop, and all those who were introduced by the said Police Officer as local Muslims and my fans where all cops and belonged to Hindu community.
They could have detained me without staging this immoral drama but for sure on behest of their higher-ups they planned to say me something communal, so that later they can use it as a propaganda against me. Anyway after detaining for a couple of hours and ensuring that I should not offer Friday prayers at Ramban, I was allowed to travel but don't even want to recall the memory how I escaped the murderous assault on the same day late in the evening near Anantnag at the hands of cops.
It gives me a lot of pain in revealing my observations that while cops of JKP belonging to Hindu community do every good and bad thing, claiming to be doing so for mother India and so called national interest, the Muslim cops despite feeling grave injustices with the majority community, try to prove more loyal then the king and thus prove more fatal, hostile and aggressive.
Still let me confess that there are honest, competent and truly secular officers and Jawans among both the communities but they are like fire extinguishers operating without having a single drop of water in their reservoir. Of course the higher-ups of police have every excuse to claim just following professionalism but don't realize that all this yields reverse results. Based on observations i can give an NOC to even notorious police officers for being less corrupt and more accessible than many politicians and bureaucrats, as in a state where high ambitions and making huge money has become sole dream of almost everyone from top to bottom, police cops yet deserve a credit for doing duty round the clock. But unluckily for an average Kashmiri it is difficult to give any benefit of doubt to the cops, as his problem is more with their behaviour and psyche, as he sees everyone in uniform like his enemy. May anyone from top ranks within police answer why people welcome if people in any particular hamlet get even a temporary extension wing of a comparatively less important government department, but don't welcome, rather often resist. establishing a new police station in their area, despite the fact that it provides solution to even their many serious problems. Problem with a section of police officers is that they claim to take credit for all good things and in case of abnormally or anything untoward they create the perception as if politicians are the root cause of all evils.
The blog of recently martyred Hizb Militant Basit Rasool, is enough to understand that atrocities of forces are core reason for youth joining militancy. Police may celebrate every time their death and militants like Er. Basit may lose lives but state loses battle of ideas to their dead bodies.
Nobody including the Chief Minister can dare to challenge the version of cops on most of occasions, as from CM to Tehsildars everybody gets a good number of PSO's and the practice of being constantly escorted by cops, has created the perception in their mind of always being under security threat, even in their drawing rooms. Shamelessly most of these VIPs (Very Insecure Persons) engage these PSOs like domestic servants and thus find it morally difficult to counter black sheep within police administration. Let this section of sick minded ranks within police force realize that the whole story is not about only terrorising people, slapping PSAs, killing militants and maintaining law and order but much more beyond that.
