BMO Bandipora put on notice for ‘violating’ model code of conduct

The director health services Kashmir has issued a notice to the block medical officer cum medical superintendent, district hospital Bandipora for “violating” the model code of conduct after the later was seen in a video purportedly attending a public meeting of a political party in Bandipora.

A video has gone viral on social media purportedly showingthe BMO Bandipora in a public meeting of National Conference parliamentarycandidate Mohammad Akbar Lone at NC office in Bandipora.

   

Taking note of the video, the director health servicesKashmir has issued the notice (copy of which is available with Greater Kashmir)to the BMO asking him to “explain as to why you were present in the meeting”.

“On 24 March 2019 a video went viral on social mediawherein you are seen and witnessed attending a political workers’ meeting ofNational Conference, presided by contesting parliamentary candidate Mr. M AkbarLone. This brazen violence of Moral Code of Conduct of yours has defamed thepurpose of your being a government employee and bound by CSR,” reads thenotice dated 25-03-2019.

It reads: “The act of yours has been viewed seriouslyby the higher authorities and stringent disciplinary action has to be initiatedagainst you for such negligence.”

“Your presence in the meeting has put the department inan awkward position and defamed the purpose of yours as block authority of theHealth Department. Now, by this medium of expression, you are asked to submityour reply by return mail as otherwise it shall be deemed that you have nothingto say in your defence and action as warranted under rules shall be initiatedagainst you for violating the MCC that has defamed the spirit and authoritativeface of the district administration.”

Pertinently, on Sunday, 24 March, the National Conferenceparliamentary candidate for northern Kashmir seat had addressed a workers’convention at the residence of NC district president Bandipora, Ghulam RasoolNaz.

The BMO Bandipora, Dr. Syed Rahman did not respond torepeated calls from this reporter.

Meanwhile, the BMO in his reply to the notice to directorhealth Kashmir has mentioned that he was directed by the CMO Bandipora to cometo her residence in order to discuss and finalise the preparations for themeeting to be chaired by divisional commissioner Kashmir.  Interestingly, CMO Bandipora, Dr. Bilqueeshappens to be daughter-in-law of the NC district president Bandipora, where themeeting was held.

Director health services Kashmir Dr Kunzes Dolma said thematter will be reported to the administrative department for “appropriateaction” under rules.
