ACB books PMGSY Thathri officials for ‘sub-standard works’

The anti-corruption bureau registered a case against the officials of PMGSY division Thathri for allegedly executing sub-standard works, officials said on Saturday.

“The case was registered on the basis of a joint surprise check conducted into the allegations against officers and officials of PMGSY division Thathri with regard to construction of 4.5 km of road from Barry to Gandoh, block Bhalessa, district Doda under PMGSY scheme,” the official spokesperson said.

   

“As per the allegations, sub-standard material was used in the execution of the road work. 90 percent boulders were used in the drop walls and culverts in order to earn undue pecuniary benefits. During the probe, it came to the fore that construction work on the 4.55 km road from Tendla (Jakias) to Gandohwas allotted for an amount of Rs 242.42 lakh by the contract committee. During probe, it was found that for four number of works, boulders instead of cement concrete mix was used by the accused in concrete work,” he said.

“The officials posted at PMGSY division Thathri, in sheer abuse of their official position and in connivance with the contractor, allowed use of boulders in the execution of the work, for conferring undue pecuniary benefit upon the contractor in brazen violation of bill of quantities and rate contract, which has rendered the entire executed work as sub-standard,” he added.

He further stated that a net payment of Rs 29,67,531, after deducting applicable taxes, stands released for the plain cement concrete work in favour of the contractor, which is contrary to the facts on ground and a loss to the state exchequer. 

On the prima facie establishment of allegations, a formal case has been registered against three officials and the owner of the contractor company, he said, while identifying the accused as Akhter Hussain Shah, then AEE, Irshad Ahmed, then JE, Sonu Sharma, then JE, and Sanjay C Shah, director of the contractor company.

Further investigations are going on, he said.
