J&K envisions technology use for better policing, robust law and order

Srinagar, Nov 12: The Jammu and Kashmir government has laid out an ambitious Vision Document-2047, outlining a comprehensive strategy that integrates cutting-edge technologies with traditional law enforcement methods.

The government’s vision document emphasises the need for immediate implementation of available technologies and the development of future technologies to address evolving challenges in internal security, law and order management, crime prevention, and enforcement of legislations.

   

A thorough SWOT analysis conducted by the government has identified key objectives, focusing on policy formulation to enhance the capabilities of law enforcement agencies to address the issues related to internal security, managing law and order, prevention of crime and enforcement of all such related legislations, which are aimed at maintaining order in the society.
“The modern day challenges of technology in every sphere of life have necessitated adoption of a changed dynamic approach and introduction of new techniques in managing the affairs of the state,” the document
reads.

According to the analysis, Jammu and Kashmir has been at the forefront of counter-insurgency measures, setting an example for the rest of the country in employing new technologies and techniques to combat terrorism and maintain law and order without resorting to lethal force.
The official documents acknowledge that managing human resources within the Home Department poses a significant challenge due to the organisation’s substantial size.

To address this, the government plans to distribute manpower across all wings under the Home Department, ensuring efficient discharge of duties and maintaining internal peace.
“The objective is to have distribution of the manpower, across all the wings, under the control of the Home Department in such a manner that the available human resource is in a position to efficiently discharge their duties,” it reads.

As part of its roadmap, the J&K Home Department will conduct a comprehensive review of Recruitment Rules for all wings by the end of 2024, with a manpower audit scheduled for completion by the end of 2023.
The government aims to deploy manpower across all wings as per requirements by the end of 2023.
Efficient cadre management and the progressive introduction of new technologies are key areas of focus for the government.

People-friendly policing, non-lethal strategies, and strict enforcement of laws against elements hostile to societal peace are highlighted as central strategies to be achieved by 2047.
“The government aims at maintenance of a database of the criminals for improved investigation with the aim to control crime and track criminals,” the document reads.

The Vision Document places significant emphasis on training human resources by exposing them to the latest policing trends and adopting best practices from across the globe to create an efficient policing infrastructure.

Furthermore, the government pledges effective welfare measures for Police personnel in line with the 2047 target.
