Principal Secy Finance asks to ensure seamless transfer of GPF balances of employees between J&K, Ladakh

Jammu, Nov 29: Principal Secretary Finance Santosh D Vaidya has asked the officers to strictly adhere to the guidelines to ensure seamless transfer of GPF balances of employees between the Union Territories of Jammu & Kashmir and Ladakh.

In a circular, Vaidya stated that the matter of transferring General Provident Fund (GPF) balances of employees who were or are posted or deputed from the Union Territory (UT) of Jammu & Kashmir to the UT of Ladakh and vice versa, had been under correspondence between the two governments.

   

“A proposed mechanism has been shared by the Government of J&K with the Government of UT of Ladakh, and has been accepted by the Government of UT of Ladakh. Accordingly, a mechanism for settlement of General Provident Fund (GPF) balances of employees posted or deputed from UT of J&K to the UT of Ladakh and vice-versa has been notified,” he said.
As per the mechanism, the GP Fund balances of employees up to March 31, 2020 have already been apportioned between UT of J&K and UT of Ladakh. The details of GPF balances of the employees will be shared through Transfer Entries (TEs) without actual transfer of funds.

With regard to settlement of cases belonging to the period from April 1, 2020 to March 31, 2023, GP Fund balances of the employees, who were on deputation to UT of Ladakh during this period, will be transferred through the cheques or drafts to the concerned District Fund office in the UT of J&K.

“These cases shall be processed as Final Refund cases by the concerned Drawing and Disbursing Officers (DDOs) in UT of Ladakh and upon receipt of authority from the Fund office the amount shall be transferred by the concerned DDO in the UT of Ladakh to the concerned District Fund office in the UT of J&K,” it was directed.

From April 1, 2023 onwards UT of Ladakh has already issued order No 269-F of 2023 dated February 21, 2023, directing that the mandatory deductions on account of GP Fund subscriptions for the employees of UT of J&K, who were on deputation to UT of Ladakh will not be deposited in the GPF Account Head of UT of Ladakh, instead concerned DDOs will transfer the GPF subscriptions for such employees to the UT of J&K.
