Purchases On GeM | Make timely payments: Dulloo to Govt deptts

Jammu, Nov 12: Financial Commissioner (Additional Chief Secretary) Finance department Atal Dulloo Friday asked all the administrative departments to make timely payments while making purchases on Government e-Marketplace (GeM).

The administrative secretaries have been asked to issue directions to their subordinate officers to comply with them.

   

They have also been instructed to update the payments made offline on the GeM portal regularly.

The instructions were issued after Dulloo observed that 24 percent of payments regarding purchases made on GeM were pending.

J&K has 2027 registered buyers on GeM of which 1530 are active and 497 inactive.

J&K also has 3063 registered secondary buyers and all are active.

“As per the GeM rules, online payments should be made within 10 days of the issue of consignee receipt-cum-acceptance certificate. In the majority of the cases, although the payments have been released offline, these have not been updated on the GeM portal,” Dulloo said in a circular.

“Rule 149 of GFR-2017 provides that it is mandatory for the government departments to only purchase Goods and Services through GeM. Accordingly, all the Administrative Secretaries have been advised to direct their subordinate officers to generate GeM Availability Report and Past Transaction Summary (GeMAR&PTS) for procurement outside GeM,” Dulloo directed.
