To keep the Elementary Teachers Training (ETT) scheme rolling in J&K state, the school education department has reconstituted an internal (departmental) committee to examine the functioning and grant of No Objection Certificates to these institutes set up in the state.
The order in this regard has been issued by the commissioner secretary school education department Ajeet Kumar Sahu.
As per the order, the team have special secretary education department Sunita Anand as its convener while as additional secretary Javaid Ahmad Shagoo and Under Secretary Tanveer-Ul-Majid are its members.
The government has further authorized the committee to co-opt any member from the J&K board of school education (BOSE) “in order to effectively dispose of the cases.”
As per the order, the committee has been instructed to examine the inspection reports of ETT institutions received from the inspection committees constituted vide government order No. 564-Edu of 2017.
Earlier, a committee was constituted in August 2017 to examine functioning and grant of NOCs to institutes set up in the state. After that another committee was constituted in August 2018 for the same purpose.
As per the fresh order, the new departmental committee has been given the task to examine the inspection reports in light of the orders passed by the administrative department from time to time and also in accordance with the J&K school education rules, amended from time to time.
“The committee will examine as to whether the calendar issued vide government order dated 10.02.2011, requires any change or same be allowed to continue,” reads the government order.
The order reads that the committee must give recommendations on case to case basis for submission to the higher authorities for approval.
The ETT scheme was established in 2006 by JK Board of School Education (BOSE) to start B.Ed courses here for outside J&K state students. But the scheme landed in crime branch as the proprietors of ETT institutes fraudulently enrolled students in the institutes.
Already reported by Greater Kashmir, a case under FIR No 36 of 2013 under section 420, 468, 471, 120-B RPC r/w was registered in crime branch (CB) and officials were booked after CB received a complaint from BOSE chairman along with an inquiry report of then the joint secretary BOSE, Srinagar.
Around 585 ETT institutes-499 in Jammu and 86 in Kashmir, were registered by state government after establishment of policy in year 2006. After the issue landed in crime the outside state students didn’t take up their course in these institutes.
