Under Governor N N Vohra, the Jammu and Kashmir government Friday sought details of all the orders issued during the previous PDP-BJP regime in recent past without approval from the cabinet or concurrence of the Finance Department.
The General Administration Department (GAD) directed all the departments to submit details of such orders issued without following rules for examination.
“There is a need to re-examine such erroneous orders for their regularization,” reads the directive of GAD.
“All the administrative secretaries are accordingly requested to bring such to the notice of GAD by Monday (July 23) such orders which need to be regularized.”
Disregard rules governing transaction of government business, the previous government had issued many orders relating to the creation of infrastructure and manpower without taking the nod of Cabinet and Finance department, a necessary requirement for such matters.
A senior bureaucrat, wishing anonymity, told Greater Kashmir it has come to fore during Governor’s rule that previous government did not adhere to the norms and procedures while taking many decisions.
“All such decisions will be examined,” he said.
In one such decision, the previous government had announced opening of 26 colleges in J&K “without” adhering to established procedures.
Last week, commissioner secretary, Higher Education Sarita Chauhan told Greater Kashmir the process for opening of the colleges had come to a halt because the concurrence of the finance department and the approval of the planning departments were not obtained.
“Such approval and concurrence are pre-requisite to chalk out a course of action for establishment of colleges,” she had said.
