He joined the police force as an assistant sub-inspector and rose to become the first director general of the J&K Police. Witness to the most crucial moments in the history of Kashmir, his imprints on the positions he served are deep, and indestructible. 

He was the person responsible for expanding the role of police from maintaining the law and order to involvement in the community, with the purpose of improving the well being of the citizens the police would serve. As DGP, he started the process of modernising the police in J&K. 

Shah is a personification of the history of the police department in the state of J&K. This biography captures his life from the very beginning to the very end of his service, and even beyond retirement. 

Starting with his childhood, moving on to the college life, then the beginning of the police career, this book goes on to some of the crucial moments of the recent past. The chapter titled ‘Recovery of Mou-i-Muqadus’ would be of immense interest for the readers. 

The author of this biography is another prominent police officer from J&K, Abdul Rashid Khan, a former inspector general of police.  A post-graduate in economics from Kashmir University, Khan qualified KAS exams and later joined the police department as a deputy superintendent of police. He was later inducted into IPS. After his retirement as IGP, Khan served as a member of the J&K State Human Rights Commission.
