College Principals divested of power to utilise pool funds

Higher Education Department has barred principals of Degree Colleges across J&K from using pool funds henceforth.

An order regarding the remittance of the College pool fundinto the central pool fund of the administrative department has been issued bySecretary Hhigher education, Talat Parvez.

   

“In suspension of all the previous orders and circularinstructions issued by HED, regarding the mutilation of pool fund, it is herebyordered that henceforth no amount from pool fund shall be utilised by any ofthe Principals of the government Degree Colleges of J&K,” the order reads.

The Principals of the degree colleges have been furtherasked that all the instructions and authorizations already issued by thedepartment may be treated as null and void with effect from April 1.

The degree college principals have been asked to transferthe unutilized pool fund to the central pool fund of the administrativedepartment.

“It is further ordered that any amount lying unutilized inpool fund of the colleges on March 31 shall be immediately deposited to centralpool fund of the administrative department,” the order reads.

In March last year, the HED has suspended financial autonomyof degree colleges exercised by them since 2016. The college principals enjoyedthe autonomy to utilise an amount of up to Rs 50 lakhs without seeking anypermission or approval from authorities in the higher education department.

The move was taken to streamline utilisation of the centralpool fund and local fund available with the department and the degree colleges.

As per the fresh order the, college principals have beenasked to adhered to directions in letter and spirit and no deviation in this accountwill be entertained.

“Principals are enjoined upon to furnish budgetaryrequirement as per the sanctioned posts and temporary staff deployed by theadministrative department for provision of salary and the remuneration for eachcolleges of the year 2020-21,” the order reads.
