No-confidence motion against Dy Mayor fails due to lack of quorum

The no-confidence motion against Deputy Mayor, Parvaiz Qadri, failed on Wednesday owing to the lack of quorum during special session of Srinagar Municipal Corporation’s (SMC) general council.

The SMC had on Tuesday issued a notification to hold the session to pave way for floor test of the Deputy Mayor.

   

In a statement, the SMC said only 26 members were present against required number to form the quorum to take up the business of the session.

“Therefore with the presence of 26 members, the session could not be taken up,” it reads.

An official said 32 Councilors had turned up today. However, he said, only 26 marked their attendance. “Therefore, legally, only 26 Councilors were present,” said the official.

The SMC Commissioner Gazanfar Ali who presided over the session, announced “No confidence motion has failed” due to the lack of quorum to take up the business.

While the Council has strength of 74 members, only 70 Councilors are in position while four seats are vacant.

“It is mandatory that more than half of the Councilors should be present to take up the business,” the SMC Commissioner said.

He said the special session was called in the wake of the High Court directions. On August 22, the Court has directed the SMC to take final call on no-confidence-motion moved by its Councilors against the Deputy Mayor, while disposing of a petition by former Mayor, Junaid Azim Mattu and other councilors.

Qadri was elected as the Deputy Mayor after Sheikh Imran lost the floor test. He is also acting Mayor of Srinagar after Mattu lost the test on June 17.

“I am thankful to all my Councilors. I knew they support me and want me to continue to serve the people,” Qadri told media persons after the motion move against him failed.
