An inquiry has established that a manager of the cooperative society Tangmarg had without authorisation ordered construction of a shopping complex and later sold the shops.
Greater Kashmir had on October 25 reported about the unauthorised construction at Wahipora, Tangmarg.
The inquiry report submitted by the registrar cooperatives said the department had proposed to construct a building and reserve the ground floor for an Apna Bazar.
But the inquiry found the manager, Manzoor Ahmad Lone, had sold the ground floor shops and goodwill money had been received.
The inquiry report also said the said manager has contracted construction work to a local resident who had no experience in construction work. It said the work should have been carried out under the supervision of the cooperative marketing society.
The inquiry report reads: “The manager namely Manzoor Ahmad Lone has initiated the construction process on his own and while doing so has totally ignored the requisite formalities that had to be followed for undertaking such construction.”
“Approval and proper permission from the registrar cooperative societies have not been taken. Neither the cost estimate report, site plan or architectural design for the said building has been obtained,” it said.
Tendering and auction of shops had been sidelined and shops had been allotted without issuing or receiving any allotment forms for the purpose.
“The record maintained by the said manager shows that a goodwill amount has been received from 13 persons only to the extent of Rs 19.94 laks. However, the inquiry team is of the opinion that there has been a deliberate attempt by the manager to conceal the factual financial position for the allotment of shops and amount received as goodwill,” reads the inquiry report.
